My hope that this is taken as an educational offering, in the broad sense of education that I take from Larry Cremin and many before him.

My intention is to offer a kind of introductory course in applying anthropology to a current concern. More specifically, I intend to sketch the kind of analytic and research activity on the basis of which anthropological guidance might be given to those who govern us, should they ask.
